When articles like this one and this one make the claim that recently released FBI files confirm that the government knows the UFO phenomenon is extradimensional in nature, they are referring to a single file: the now-infamous Page 22 of the FBI’s FOIA Vault files.
I was reminded of this claim recently when a video by the hacktivist group Anonymous began making rounds claiming that NASA is about to announce evidence of alien life. Fully one third of the 12 minute video is someone in a signature Guy Fawkes mask reading this document:
The document reads:
THE ROUND ROBIN
THE FLYING ROLL
San Diego, California, July 8, 1947
(For your Information) – A MEMORANDUM OF IMPORTANCE –
THIS MEMORANDUM is respectfully addressed to certain scientists of distinction, to important aeronautical and military authorities, to a number of public officials and to a few publications.
The writer has little expectation that anything of import will be accomplished by this gesture. The mere fact that the data herein were obtained by so-called supernormal means is probably sufficient to insure its disregard by nearly all the persons addressed; nevertheless it seems a public duty to make it available. (The present writer has several university degrees and was formerly a university department head).
A very serious situation may develop at any time with regard to the “flying saucers.” If one of those should be attacked, the attacking plane will almost certainly be destroyed. In the public mind this might create near panic and international suspicion. The principal data concerning these craft is now at hand and must be offered, no matter how fantastic and unintelligible it may seem to minds not previously instructed in thinking of this type.
1. Part of the disks carry crews, others are under remote control.
2. Their mission is peaceful, the visitors contemplate settling on this plane.
3. These visitors are human-like but much larger in size.
4. They are NOT excarnate earth people, but come from their own world.
5. They do NOT come from any “planet” as we use the word, but from an etheric planet which interpenetrates with our own and is not perceptible to us.
6. The bodies of the visitors, and the craft also, automatically “materialize on entering the vibratory rate of our dense matter. (Cp. “apports.”)
7. The disks possess a type of radiant energy, or a ray, which will easily disintegrate any attacking ship. They reenter the etheric at will, and so simply disappear from our vision, without trace.
8. The region from which they come is NOT the “astral plane”, but corrosponds to the Lokas or Talas. Students of esoteric matters will understand these terms.
9. They probably cannot be reached by radio, but probably can by radar, if a signal system can be devised for that apparatus.
We give information and warning, and can do no more. Let the new comers be treated with every kindness. Unless the disks are withdrawn, a XXXXXXXX XXXatons with which our culture and science are incapable of dealing. A heavy responsibility rests upon the few in authority who are able to understand this matter.
Addendum: The Lokas are oval shape, fluted length XXXXX oval with a heat-resisting metal or alloy not yet known.

For thise of us who’ve researched thus stuff, the terms “Round Robin,” “Flying Scroll” and “Lokas” stand out like sore thumb. The first two are publications of the Borderland Sciences Research Association. The latter is a term for UFOs that was gleaned through BSRA’s mediums. Yes, mediums.
I mentioned BSRA’s views on the UFO phenomenon in Strangers and Aliens. Their etheric hypothesis had an early place among explanation for the phenomenon, alongside the terrestrial (aka top secret aircraft), extraterrestrial and psychological (it’s all hallucination and/or mental illness) and sociological (people are making much ado about everyday mundane phenomena which are simply misidentified) hypotheses.
In the minds of some ufologists, the etheric hypothesis is synonymous with today’s extradimensional hypothesis. To others, it is simply the occult or paranormal theory of UFOS. The distinction depends largely upon one’s point of view. For example, Christians who advocate the aliens as fallen angels in disguise hypothesis are advocating a supernatural theory of UFO but lump their views in with the extradimensional hypothesis sometimes under the guise that another dimension and a spiritual plane of existence could be, scientifically speaking, a mere matter of semantics
What you need to realize is that the BSRA got their information about etheric spaceships through spirit mediums. Page 22 actually admits that “the data herein were obtained by so-called supernormal means.”
Of course, some have suggested that there’s no good reason for this memi to be filed by the FBI unless they saw it as important somehow. That’s a bit if a stretch. If you read the FBI’s FOIA UFO files, you find lots if things they received but did not necessarily endorse. In the early days if the UFO phenomenon especially, the government was just trying to get a bead on the scope of the phenomenon. The fact of the matter is that there is no record that the FBI ever followed up on this memo.
So does this memo confirm the extradimensional hypothesis. No. At best, it confirms that the FBI was aware of the hypothesis but there is no substantiating evidence to show that they took it seriously.
